It actually does, to a degree. We had old US banknotes we brought with us to Spain from Cuba and no one would change them at a decent rate in the towns nearby, saying they were an older series and worth less. We found a place in a big city finally that would exchange them for a decent rate, but that was when I first heard that US currency could 'expire'
